Custom Suggest Topic Pages

To make a custom submit topic template, just edit the forum and select the desired template where it prompts for a custom submit topic page. In making the custom template at Admin -> Themes -> Manage Templates -> "custom templates", just copy the existing "submit topic" template and modify as desired.
