Prior to the 4.1 series, images were stored beneath the template set. Example: /templates/images_default/. Since 4.1.0, images are associated with stylesheets rather than templates. For a stylesheet x, the images will be in /templates/images_x/. For example, the default images for /templates/styles/default.css are in /templates/images_default/.
If there's no images_stylename directory, the images from any existing images directory (like images_default) are used as the fallback.
