The wordwrap option can interfere with two byte characters, as described at http://www.webmastersite.net/forums/thread/4727 . You may need to turn it off (by setting it to a very large value).

You need to have the character set properly defined in the language item 'charset' in order for it to work.

For tags, in order to support accented or non-latin characters you need to set the $keepchars line of tweaks.php.
