Some people don't have a need for distinct pages for image details and comments, and would prefer that the comments appear on the image details page (or vice versa, doesn't matter which way you think about it). The 'combine details and comments' switch allows this. Please note that once you enable it you will have a new template to customize, the 'combined details and comments' template, and the old details and old comments templates will cease to be used.
